Dare County officials announced a staged reentry for Hatteras Island after Hurricane Erin, reopening Highway 12 for residents and later visitors.

HATTERAS, N.C. β€” Dare County officials and the North Carolina Department of Transportation have announced a staged reentry plan for Hatteras Island following a mandatory evacuation due to Hurricane Erin. N.C. Highway 12 reopened at noon Saturday with reentry restrictions.

The staged reentry prioritizes safe access for residents, property owners, and essential personnel before visitors are allowed back. Permanent residents and essential personnel for critical businesses, including grocery stores, pharmacies, banks, gas stations, property management, building supply stores, and hotels, can return with a valid reentry permit or government-issued ID showing a Hatteras Island address. Non-resident property owners and employees of non-critical businesses can enter with a current property tax bill or record plus ID, or a reentry permit with matching ID.

Visitors and the general public will be allowed full access starting Sunday, Aug. 24, at 5 a.m., with no reentry permit required.

Officials cautioned that NCDOT crews are still clearing sand and standing water from Highway 12, and drivers should proceed slowly to avoid vehicle damage. Heavy rain is expected Sunday, and some areas remain vulnerable to flooding. Visitors are advised to confirm reservations with their accommodations before traveling.

Safety officials also warned that double red flags remain posted at all Dare County beaches due to dangerous surf, rip currents, and large waves. Swimming is prohibited and violations are punishable as a Class 2 misdemeanor, though surfing is allowed with a surfboard at least five feet long with a fin and leash.
